AMC sends proposal of converting 35K Cidco''s lease-hold properties into free-hold

Aurangabad, Jan 7:

The municipal commissioner of Aurangabad Municipal Corporation (AMC) A K Pandey today has sent a proposal to convert 35,000 properties in various sectors of Cidco from lease-hold into free-hold. He also requested the state government to bring all 13 neighbourhoods of Cidco (from N-1 to N-13) under the ambit of TDR.

Pandey sent the proposal after the state cabinet had approved to regularise 1.25 lakh properties from 172 localities in the city, on Wednesday.

The letter addressed to the principal secretary of state''s Urban Development Department (UDD), the civic chief recommended conversion of all properties existing in Cidco''s Notified Area from lease-hold into free-hold. He stated that improvement in the collection of premium by Cidco while sanctioning 1.1-floor space index (FSI) under Development Control Rules is need of the hour as there is a provision of collecting 35 per cent charges as a premium as per the ready reckoner while sanctioning FSI.

Pandey strongly recommended granting TDR as compensation against the acquisition of Cidco properties like the AMC grants FSI or TDR to its properties in the city area. If the government permits, then the AMC would acquire plots for the city''s development without paying cash compensation.

Collector to also submit free-hold proposal

The district collector Sunil Chavan will also be submitting a proposal to convert lease-hold properties into free-hold. The core issue is not restricted to the city. The Cidco localities are developed in all over the state. Hence the government would have to think uniformly. In Aurangabad''s Cidco localities, the decision would be taken as per the DCR norms. It is a policy decision, therefore, the collector will be sending the proposal, said the sources.

Pandey, in his proposal, also stated that there is a provision of collecting 35 per cent charges as per ready reckoner under Integrated Development Control Rules. When there is a uniform rule for the city and the Cidco, the Cidco collects 100 per cent or 75 per cent for 1.1 FSI. Besides, Cidco collects different charges from occupants staying on roads above nine metres and 20 metres.

It may be noted that the state government is taking immediate decisions as the AMC elections are scheduled to be held, this year. If the proposal is given a green signal, it will benefit 2 lakh citizens, who are demanding it, since the past two decades. Moreover, the harassment experienced while obtaining a no-objection certificate (NoC) from Cidco administration will also come to an end. Besides, it will also provide assured income to the AMC.
